I think one's relative ability in speed chess comes down to where you place emphasis in your thinking about the game. If one thinks more in tactics, then very few moves can radically change the evaluation of tricks for material gain, which constantly requires fresh thinking. But if one thinks more in strategy, the structure of pieces and weakness of squares last long enough for players to cluster several moves around a particular idea. But, that's just my patzerly uneducated guess. I'm not highly rated.
